Politicians have written a report making a series of recommendations to the housing minister's plans to change the rental tenancy law.
Deputy Sam Mezec has put forward plans to change the island's rental tenancy law, including capping rent increases at 5%.
However, the group of politicians who review housing policy have made 18 recommendations and nine amendments to the plans, external.
The panel said the move would add to some landlord's concerns that the cap was too restrictive, so their amendment, if approved by politicians, would prevent the cap being reduced further.
States members will vote on the housing minister's plans and the panel's proposed changes in September.
