The car driver, a man in his 30s, was arrested for causing serious injury through dangerous driving.
Stanwell Moor Road was closed for several hours after police were called shortly after 07:00 BST, but has since reopened, Surrey Police said.
A spokesman for the Surrey force said: "We are now looking to speak to anyone who may have witnessed the collision or who might have seen a silver Volvo car or a red Honda motorcycle in the area in the moments beforehand.
"We are particularly interested in the manner of driving of the silver Volvo."
Anyone who saw what happened or who has CCTV, dashcam or helmet-cam footage, is asked to contact the force.
