Inpatient mental health facility £3m over budget

The refurbishment of Jersey's inpatient mental health facility is now two years behind schedule and £3m over budget, it has been revealed.

In response to a written question, external, the infrastructure minister Constable Andy Jehan said the main work at Clinique Pinel was now complete, but additional fire safety measures were required before the building could be occupied.

He confirmed the project was now expected to cost £10.2m, when it was originally priced at £2m in 2016, £4.3m in 2019, and then £7.9m in 2020.

Mr Jehan said cost increases were caused by an increase in the size of the work required, the Covid pandemic, and a long period of "very bad weather".

He said: "This has been a very complex project acknowledging that the facility remained live throughout the works, the contractor has been through a series of changes and there were a number of changes in health personnel which caused amendments to scope and requirements.

"Over the life of the project, there have been a number of heads of mental health who have each had a different view of the project."

Mr Jehan said Clinique Pinel had 40 operational bedrooms, 38 en-suite bedrooms, a "place of safety" and a seclusion room.
