Wine bar given go-ahead despite noise concerns

A new wine bar has been given permission to operate despite noise concerns from locals.
The Inglenook in Barnard Castle, County Durham, is set to start serving in November after receiving planning permission and an alcohol licence.
Its owner Morgan Derbyshire said opening the venue in the Grade II-listed The Bank would help revitalise the historical building, as well as support the High Street.
But objectors have claimed customers gathering to smoke, drink and chat outside would cause disruption to their lives.
They have also argued that The Bank is predominantly residential, with no need for a wine bar.
The new venue's immediate neighbour, David Hepburn, told a previous council hearing: "Never in a million years would we expect something like a bar opening up next door to us.
"It's put us in a very, very disturbing and emotional place."
'Relaxed environment'
However, after Mr Derbyshire's initial licensing application was adjourned in January for a noise assessment, Durham County Council's licensing committee has approved it, following a policy update.
It now states customers will be prevented from using any outdoor areas except for the front of the wine bar, while drinks must be kept inside and no music is to be played externally.
Staff will also be trained to be conscious of noise and to refuse service to customers not respecting the noise requirements.
According to the Local Democracy Reporting Service, the licensing committee was told that loud, unruly or damaging behaviour would not be tolerated.
"The Inglenook aims to create a relaxed environment for customers to enjoy a drink or coffee by the fire, or to enjoy wine tastings," said Mr Derbyshire.
"This venue will be a great asset to The Bank and Barnard Castle, and I would like to take this opportunity to thank all of those people who have supported us on this journey."
