A woman was left trapped under a car after being hit while she was walking her dog.
The animal was also left injured in the crash, which happened on Rowan Way, Newport, at 06:35 GMT on Monday.
The woman is in a stable condition in hospital after being removed from beneath the vehicle by firefighters.
Gwent Police said the occupants of the vehicle, a silver Volkswagen Passat, fled the scene. The force is appealing for witnesses.
