A 33-year-old man from Coventry has been arrested and 10 dogs have been seized after an attack in which three people were injured, according to police.
Officers were called to Bath Street in Rugby just after 15:30 GMT on Monday, following reports that a boy walking his dog had been approached by three loose dogs.
They said three members of the public suffered wounds to their hands and face when they tried to intervene to help the boy and his dog.
The 33-year-old was detained on suspicion of having a dog dangerously out of control causing injury, and remained in custody on Tuesday.
The seized dogs were believed to be five American bulldogs, four bull breed juveniles and one Jack Russell.
Police said the three believed to be American bulldogs were attacking the boy's dog.
The members of the public were able to secure one of the attacking dogs, resulting in injuries which police said were not being treated as life-changing.
Officers then secured the dog in the back of a police van - but the other two dogs had fled.
One of these dogs was traced to a nearby house, where seven other dogs were found. The other was found in a garden close by.
Warwickshire Police said all the seized dogs were unharmed and safely in police kennels.
They said they had yet to hear on the condition of the boy's dog, which was attacked during the incident.
Sgt Christian Jones thanked the members of the public who stepped in to help the boy.
"They should be incredibly proud of what they did," he said.
"We are all really hoping the boy's dog makes a full recovery."
