A second arrest has been made over a "machete confrontation" near Nottingham's annual Winter Wonderland event.
Nottinghamshire Police said it was reported four youths on two e-bikes confronted another group of young people, who were on foot, with two of the e-bike riders in possession of machetes at about 18:15 GMT on Sunday.
A 14-year-old was arrested on Wednesday afternoon on suspicion of violent disorder, possession of a knife blade and possession of an offensive weapon, said the force.
Police said on Thursday a 23-year-old man was also held on suspicion of violent disorder. Both remain in custody.
No injuries were reported, while investigations to identify further suspects are ongoing, added police.
City commander Supt Chris Pearson said the confrontation was "a senseless and dangerous incident" and hoped the arrests "will offer the public some reassurance".
He said: "The public should be able to visit the city centre without fear or witnessing this disgraceful behaviour."
A plan was drawn up following a meeting on Thursday involving the police, Nottingham City Council, and the police and crime commissioner, said Assistant Chief Constable Suk Verma.
He said: "This was a positive meeting and yielded further intelligence, which will be proactively acted upon over the coming days."
The force has also issued a plea for witnesses to make contact.
