A man has been arrested on suspicion of possession of a firearm with intent to cause fear of violence.
Devon and Cornwall Police said they were called at about 22:05 BST on Saturday to a property in King Street in Exeter.
Armed response officers and police negotiators attended and a road closure was put in place.
After an overnight negotiation, a 49-year-old man from Exeter was arrested and taken to hospital due to concerns for his welfare, police said.
A spokesperson for the force said it "appreciates there was some local disruption whilst this incident was brought to a safe conclusion".
Officers urged anyone who witnessed the incident to contact them and thanked local residents for their "patience and understanding".
