The construction of a reservoir in Lincolnshire that would supply water to about 750,000 homes could start in 2031 if the project wins approval.
Anglian Water wants to build the reservoir on land south of Sleaford.
The company is going to start survey work in the area soon.
But it has told nearby residents that the surveys "are not a sign of construction work" getting under way.
"We are still developing our proposals in order to submit a planning application... under the development consent order process," it said.
According to the Local Democracy Reporting Service, the project near Scredington and Burton Pedwardine would see the loss of at least 15 homes and farms, with five square kilometres of land flooded.
Anglian Water is hoping to submit its plans in 2028.
Chancellor Rachel Reeves has given her backing backed the project.
