Post-mortem examinations carried out at the University Hospital Wales in Cardiff found that both women died as a result of blunt injuries to the neck and chest.
Coroner Rachel Knight said it was necessary to open inquests as she had reason to suspect the deaths were “unnatural”.
The inquests were adjourned pending the outcome of criminal investigations by police.
She said the position would be reviewed in about six months depending on the progress of the police investigation.
Ms Knight expressed her condolences to the families of Ms Pugsley and Ms Brooks.
