PC repeatedly kicked partner in ribs, hearing told

A serving West Yorkshire Police officer repeatedly kicked her partner in the ribs after a disagreement, a misconduct hearing has been told.

PC Vicki Silver is accused of assaulting the man and of stalking him both before and after their relationship ended.

She also faces claims of controlling behaviour during her relationship with the same man.

The hearing, held at West Yorkshire Police's offices in Wakefield, is expected to conclude on Tuesday.

In a statement read out at the hearing on Monday, the alleged victim told how PC Silver "kicked me three times in the ribs" with the balls of her feet at their home in June 2022 after she had taken exception to something he had said.

He added that although he had a "high pain threshold" he "screamed" in pain and that whenever he coughed or sneezed in the following days, "it was like someone was stabbing me in the ribs."

'Barrage' of questions

The hearing was told that the man went to hospital in Huddersfield several days after the incident and it was found that his ribs were bruised but not broken.

He said he had explained the injury to family members by telling them he had "fallen into a wall" while picking up a child.

The man, who did not attend the proceedings, said in his statement that PC Silver had apologised for kicking him the following day.

He said he did not want his partner to be prosecuted and would not give evidence against her in court.

The alleged incident was disclosed to police officers four months later after the man called 999 in October 2022 to report that PC Silver, who was 48 at the time, was shouting and banging on the doors of the house where he was staying after their relationship had ended.

Bodycam footage played to the hearing showed the man telling police that during their relationship his former partner had used an iPad to record his movements in the house "because she thought I was cheating".

He also said he had frequently faced a "barrage" of questions whenever he went out with his friends, about who he was with and who he had talked to.

He was seen telling officers: "I don't want any particular action. I just don't want confrontation like this and if it does happen, 'please just go when you're asked to'."

PC Silver, who is being represented by the West Yorkshire Police Federation, is expected to respond to the allegations when proceedings continue on Tuesday.
