The Isle of Man Constabulary said the collision involving one person and one vehicle happened at about 19:45 BST on Sunday.
Harris Promenade, near the Villa Marina, was briefly closed following the collision.
Police have appealed for any witnesses to the crash to come forward and asked to be sent any video footage from the area.
Officers want to hear from two men who "may have stopped to assist but left prior to being spoken to".
"We are also requesting the driver of a white car to come forward as we believe it is likely that they also witnessed the collision," a force spokesperson added.
