A man has been banned from begging in Middlesbrough after eight years of "tormenting" shoppers and businesses.

Malcolm Wanless is now barred from asking people for money or donations after being handed a criminal behaviour order (CBO).

A spokesman for Middlesbrough council said the 67-year-old, who has numerous fraud and theft convictions, has been abusive to those who refuse to give him cash or buy him food.

Councillor Janet Thompson described Mr Wanless' behaviour as "completely unacceptable".

'Harassment and intimidation'

The authority's application for a CBO was heard at Teesside Magistrates Court this week.

Welcoming the court's approval of the order, Ms Thompson said: "This individual clearly has issues and we would always prefer to help anyone in such circumstances access the support they need before pursuing enforcement action.

“But residents, business and visitors to Middlesbrough have an absolute right to enjoy the town free from this sort of harassment and intimidation, and we will take any action necessary to protect them.”

Mr Wanless, of Yarm Road in Stockton, was found guilty of conduct causing or likely to cause harassment, alarm or distress.

The five-year CBO also bars him from sitting, standing or squatting near any business or cash machine, the council spokesman said.
