Councillors have given the go-ahead for electric vehicle (EV) charging bays, a shop and a café or restaurant on the Black Isle.
Developer West Coast Estates said the £6m development in North Kessock could create more than 100 jobs.
Highland Council planning officers had recommended granting permission, but the proposals had received a number of local objections including one from the community council.
The local authority's north planning committee unanimously approved the plans.
Fifteen EV charging bays and 23 parking spaces have been proposed.
West Coast Estates said last week the site would cater for residents and visitors.
A spokesperson added: "Discussions with retailers to occupy the spaces are ongoing, though no formal agreements have been finalised at this stage."
