People with learning disabilities get more help

A new strategy to improve the lives of children and adults with learning disabilities has been unveiled by the States of Guernsey.

The Learning Disability Framework 2025–2027, external, developed by Adult Disability Services, was setting out a vision to ensure people with learning disabilities enjoyed the best possible quality of life, officials said.

It was building on the Disability and Inclusion Strategy first approved in 2013 and reflected renewed commitments to inclusion, independence and dignity, they added.

There are about 1,200 adults and 250 children with a learning disability in the bailiwick, according to official estimates, many of whom live independently with support from family and friends.

Each framework theme - including education, employment and health - is to be delivered over the next three years, with a pledge to refresh the framework in late 2027.

The plan was shaped by feedback from people with learning disabilities, their families, and professionals across health and education, said the States.

One of the framework's flagship proposals is the creation of a Learning Disability Partnership Board, bringing together people with experience, carers and key organisations to identify challenges and drive solutions.

Sian Ogier, associate director of specialist mental health and adult disability services, said: "People with a learning disability can achieve an excellent quality of life with the right opportunities and support.

"However, a lack of understanding of their needs is a significant barrier to this, which is why we are delighted to have received feedback from people with a learning disability and their relatives to create a holistic framework that sets out the vision for improving opportunities that people in the bailiwick have."
