Tougher rules are needed on dangerous dogs, according to the panel which reviews Jersey's laws.

Last year Jersey banned XL bully dogs from being imported without a special licence and politicians have since agreed in principle to introduce controls for dangerous dogs, external.

The measures include forcing owners of certain breeds, including XL bully dogs, to register them, muzzle them in public, and follow strict rules on breeding and importation.

During a second public hearing on Thursday, the Environment, Housing and Infrastructure Scrutiny Panel said it wanted the Comité des Connétables to work with the States Police and local services to make sure enforcement is possible.

It will also launch a wider review of animal welfare laws, external, including rules on dogs.

Deputy Hilary Jeune, who chairs the panel, said members were "satisfied that these changes are needed and will recommend that the Assembly continue with the debate at next week's sitting in order not to delay its implementation".

Ms Jeune said the panel felt it necessary to call the legislation back in for further scrutiny after concerns were raised by the Jersey Society for the Prevention of Cruelty to Animals (JSPCA) and the police that they were not consulted in the development of the proposed amendments.

"A more streamlined and transparent process by the Comité might have reduced the likelihood of it being called in and the subsequent postponement of the debate," she said.
