A council in Surrey is appealing for views on plans to build 16 affordable rented homes.
Tandridge District Council (TDC) wants to build the homes for local people on its housing register at a former Methodist church site in Hurst Green.
The flats will use renewable energy such as solar panels and include plans for one wheelchair accessible flat for two people, TDC said.
Once the consultation closes on 20 October, TDC will review all comments and may change the plans before submitting a planning application.
The proposal is for five one-bedroom flats for two people, six two-bedroom flats for three people, two two-bedroom flats for four people, two three-bedroom flats for four people, and one single-bedroom, wheelchair accessible flat.
TDC said: "The homes will be net zero carbon operationally.
"They will use renewable energy such as solar panels and air source heat pumps and will be built to maximise energy efficiency."
The plan also includes 24 new parking spaces.
