Planners are recommending politicians refuse a scheme for a 179-room hotel at a health club near Jersey Airport
Strive in St Peter wants to build the hotel alongside 124 parking spaces.
Jersey planners are advising against the plans; however, the politicians can go against an inspector's recommendations.
Business leaders are unhappy the scheme might be rejected, with Jersey Chamber of Commerce saying the application deserves to be approved as it helps the tourism sector and supports local sport.
The proposed new hotel could have a conference centre and spa, and the current five-a-side football area at the health club would be turned into parking.
A decision on whether the application can go ahead will be made next week.
Lee Madden, president of Jersey Chamber of Commerce, said he was "aghast" at the planning department's recommendation to reject the proposal.
"The proposed hotel, alongside a conference centre, spa and swimming pool, represents a transformative opportunity for Jersey's hospitality sector, creating jobs, attracting year-round tourism and supporting local sport," he said.
"We urge the planning committee to look beyond outdated constraints and embrace a vision that supports growth, innovation and the long-term prosperity of our island."
