Traffic was stopped on the M25 bridge at the Dartford Crossing because of a pedestrian.
At 17:30 GMT, National Highways said drivers were blocked from travelling southbound on the Queen Elizabeth 2 bridge.
A spokesperson said police were on their way to "remove the pedestrian", and a 60-minute delay was reported travelling in both directions.
About 30 minutes later, National Highways said traffic was moving again and the incident was "resolved".
