Ministers have told ferry company DFDS it should introduce a loyalty scheme for passengers as soon as possible.
Deputy Montfort Tadier said the company's agreement states it must come up with targeted discounts for islanders, and flat prices for frequent travellers.
DFDS started operating the service in March and had not yet introduced the changes or set a date for them to come in, he said.
Morel, who oversees ferry travel, said he had emphasised the need for this to happen quickly, and he also planned to publish an edited version of the contract.
