A care home that provides personal care for adults with learning disabilities has been placed in special measures following an inspection.
Care Quality Commission (CQC) inspectors rated Threeways Dom Care in Redhill, Surrey, as "inadequate" after finding breaches in areas including leadership, staffing and safety.
Roger James, CQC's deputy director for Surrey, said: "The day after our inspection the owner told people the service was closing and gave everyone 28 days' notice."
A spokesperson for the care home said it had submitted a notice to the CQC to deregister the service in July 2025 as the owner was "retiring due to ill health".
They added they were "doing their best to provide a smooth transition for residents" while awaiting the CQC to confirm a date when residents would move out.
Threeways Dom Care is a supported living service providing personal care for up to three adults.
Inspectors said during the inspection in July, the care home was looking after two residents.
They found six breaches of the legal regulations relating to "person-centred care, safe care and treatment, mental capacity, safeguarding, staffing, and how the service was managed".
Mr James said: "Our inspection of Threeways Dom Care exposed serious leadership failings that was denying people dignity, respect, and independence in their care."
'Treating people unkindly'
He added Threeways "ignored people's voices" and had "failed to inform" residents and their relatives of their rights as tenants.
Mr James said staff "did not consistently" involve people or their families in care plans.
Inspectors also found the service "did not always" support people's basic health needs while leaders "failed to make sure staffing was safe" while some staff "treated people unkindly".
Inspectors also reported at the time they saw residents' experiences of transitioning to other services was "poorly managed".
A spokesperson for Threeways said: "Families were happy with the service provided as we have always received positive feedback from them as well as from other professionals.
"The service will close as soon as the care commissioners give us a date when residents are moving out."
