Bullying investigation report to be published

The findings of an independent investigation into bullying allegations will be published, the Isle of Man's chief minister has confirmed.

The report found Health Minister Lawrie Hooper MHK "had not met the threshold" to be in breach of the government's code of conduct.

Alfred Cannan told the House of Keys on Tuesday the report would be "unintelligible" due to the levels of redactions required but MHKs could access it via the Freedom of Information process.

A request has been submitted and the document is expected to be released in due course.

In June, Annette Baker, the former vice chairman of the Health Services Consultative Committee (HSCC), resigned after claiming Mr Hooper had created a "toxic and adversarial environment".

Mr Cannan then launched an investigation after complaints were made.

In Tuesday's sitting, Onchan MHK Julie Edge called for the full report from the investigation, of which Mr Cannan had the only copy, to be published for greater "transparency".

Mr Cannan has confirmed the findings will be published in accordance with the Freedom Of Information Act and any personal data provided by witnesses would be redacted to protect their privacy.

Ms Edge said she was pleased her "persistence in questioning this report for greater transparency... has paid off".

It was "good news" it will be published "despite initial resistance from the chief minister", she said.

"Here's hoping there are minimal redactions," she added.
