Four men have been arrested on suspicion of possessing a firearm with intent to cause fear of violence.
Police were called to Hudson Street in Cheltenham at around 19.20 BST on Wednesday, following reports of a shooting.
A grey Toyota pulled up in the road and its occupants got out before firing a weapon five times and leaving the scene, police said.
No injuries were reported and no properties were damaged in the incident.
Shortly afterwards, the vehicle was seen being driven in the wrong direction down Townsend Street, by a man wearing a balaclava.
The men, aged 18, 21, 24 and 26, all from the town, are in custody, police said.
Enquiries are ongoing and patrols will take place in the area over the weekend.
Officers have asked anybody with information or footage to contact them.
