Tributes have been paid to a man who died after his moped collided with a car being pursued by police.

Phillip Bruce, 34, had been riding on London Road in Ware, Hertfordshire, when the incident happened on 1 August.

His mother Jennifer Dover described him as a "big, gentle giant" who would "light up any room he was in".

"He was a rainbow who would always make the best out of any situation," she said.

Mr Bruce was part of Always Bee You, a charity that enables adults with learning disabilities to socialise, gain work opportunities and learn life skills.

CEO Jo Radcliffe described him as "a wonderful man".

"Phil was always positive, had a good sense of humour and worked so hard to improve his life," she said.

"He was proud of his achievements at work and always made time to help others. Phil was an inspiration and a joy to be with."

"He will be greatly missed by all his friends at Always Bee You."

The 34-year-old, who lived in Hertford, worked as a kitchen assistant at a care home and was engaged to partner Jenna March.

Her mother Carol March said: "As a family, we cannot accept what has happened and you never expect a young man to be taken from you just like that.

"The void that has been created will never be filled."

Hertfordshire Police said the incident had been referred "as a matter of course" to the Independent Office for Police Conduct, and detectives appealed for witnesses to get in touch.
