Police have issued a dispersal order ahead of a football match between Portsmouth FC and Millwall FC.
Hampshire and Isle of Wight Constabulary is implementing the restrictions on Portsea Island over a 13-hour period to tie in with the game at Fratton Park on Saturday.
Ch Insp Stuart Ratcliffe said: "We hope this sends a clear message: we are prepared to act to ensure the safety of all."
The order is in force from 10:00 to 23:00 GMT on the day of the match. It gives officers the power to order a person to leave the area with no return within a specified time period.
Officers will be patrolling the area throughout the duration of the order.
Those who refuse to comply with the order are committing a criminal offence and are liable for arrest, police said.
Ch Insp Ratcliffe added: "We want fans to come to the game and enjoy the experience in a safe and welcoming environment.
"The dispersal order allows us to respond swiftly and decisively to anyone seeking to cause disruption."
