Deputy Philip Ozouf will appear in Jersey's Royal Court later this year on charges of breaking the island's Immigration Act.
Together with hotel manager, Roberto Lora, 49, he is accused of helping people from Rwanda to work in places they were not entitled to.
In an appearance on Friday, magistrate, Bridget Shaw, said the matter was too serious to be dealt with in the Magistrates' Court.
Both men were released on bail, with the condition they do not leave the island without the court's permission.
