A man has been arrested on suspicion of controlling behaviour and assault.
The man, in his 30s, from Plymouth, was arrested following two incidents in the city on Sunday, Devon and Cornwall Police said.
Officers said a man who was with a woman and two children in Sainsbury's at Marsh Mills at about 15:30 BST grabbed a phone off the woman and told her she "would never get it back" before he dragged her outside and assaulted her.
That same afternoon, police said there was an "altercation" between the same man and woman at Derwent Avenue in which a member of the public intervened.
The man was arrested on suspicion of controlling and coercive behaviour, assault and assault occasioning actual body harm and had since been released on bail, officers said.
They appealed for witnesses to either of the incidents to contact them.
Police described the man as about 5ft 8ins tall (1.7m), of larger build, with ginger hair and wearing grey jogging bottoms.
