Telford has the second highest ratio of CCTV cameras to people in the country outside London.
Research carried out by CCTV training specialists Get Licensed found the town in Shropshire had 857 cameras, which is equal to one camera per 224 people.
Telford and Wrekin Council said it was "proud" to be using the technology to make people's lives safer.
The study found only Middlesbrough in North Yorkshire had more cameras outside London, with one for every 154 people.
The data supplied by Telford and Wrekin Council also revealed 95% of the cameras were operational in 2023 and that it spent £31,700 on maintenance and installation that year.
The London borough of Hackney had the highest ratio of cameras to people, with one camera for every 76 people living there.
But the study also found more than half of those cameras were faulty.
Councillor Richard Overton, cabinet member for highways, housing and enforcement, said: "We're proud of using the latest technology that offers a cost-effective and reliable approach to enhancing safety."
Get Licensed described CCTV cameras as "an invaluable tool in crime prevention".
