Hertfordshire Police was called to High Road in Wormley, between Broxbourne and Cheshunt, just after 18:30 GMT on Thursday.
Police said the woman died at the scene and the force appealed for witnesses.
A man has been arrested on suspicion of causing death by dangerous driving.
Sgt Timothy Davies, from the Bedfordshire, Cambridgeshire and Hertfordshire Road Policing Unit, said: "The woman's family have been informed of the incident and are understandably devastated.
"We are working to establish the circumstances of what happened and would urge anyone who was in the area at the time to please make contact.
"I would also urge drivers to check their dashcam footage to see if they captured the collision or the Mitsubishi prior to the collision."
