Revealing expenses among proposed election changes

Changes to the way Guernsey elects its politicians are being suggested after a review of the first island-wide election.

The proposals include requiring all candidates and parties to agree to the publishing of their electoral expenditure returns by the States.

The campaign period - during which election expenses are limited - could also start earlier, six weeks before nominations open.

While the proposals have been lodged, external it is not yet clear when they will be debated by the States.

Other proposals include changes to the rules around asking for a recount, the use of electronic and manual counting and the extent of a recount - potentially just recounting any manual ballots.

There could also be changes to the rules governing when a prison sentence would disqualify someone from standing - something suggested in a Commonwealth Parliamentary Association review of the 2020 election.
