Initial plans for up to 600 homes on the outskirts of Derby could be given the go-ahead at a council meeting next week.
South Derbyshire District Council is being advised by planning officers to approve an outline application from Richborough Estates and Garibaldi Limited on Tuesday to build a housing development on land off Primula Way in Littleover.
According to documents submitted by the applicant 180 of the 600 homes would be classed as affordable housing.
The developer said the proposed scheme would address "housing need" within the area and support the local economy.
According to council documents, the application would be subject to a section 106 legal agreement in which the developer would pay £4.22m towards education in the area, as well as £600,000 towards NHS services in addition other contributions.
The Local Democracy Reporting Service said 30 objection letters had been submitted to the council detailing concerns about the impact on highways safety, along with flooding issues, infrastructure fears and the loss of green space.
A report prepared for councillors states the proposed development would not have any "adverse impacts" in terms of flood risk, highway safety, and ecology.
