A survey aims to help a council "better understand what services matter most to people", as residents can now have their say on how the authority should spend its budget.
City of Wolverhampton said like all councils it was facing financial pressures due to rising demand on services and the limited resources it had, as the authority prepares to set its 2026/27 budget.
It added the council had "a strong track record" of managing money well and took pride in how it had been investing in services that mattered most to residents, including fixing potholes and clearing up fly-tipping.
The authority said it projected to reduce its £17.2m budget gap for the next financial year to £7.1m.
In February, the council approved its budget for 2025/26, which included savings totalling £25.2m for the financial year.
The consultation, which would run until 12 January, was giving residents the chance to give feedback on the authority's approach to making millions of pounds in savings, it said.
The survey is open to people who live, work and study in Wolverhampton and visitors to the city.
It can be found on the council website, external and hard copies are also available at libraries, family hubs and the Civic Centre.
The authority said it projected to reduce its budget gap for 2026/27 to £7.1m through savings, "the use of one-off resources, and the expected outcomes of the government's Fair Funding Review and Pension Valuation".
Council cabinet member for resources Louise Miles said: "By taking part, we can set a budget and council plan for 2026-2027 that reflects your priorities, while still delivering excellent services for Wolverhampton."
