The fire at Cleveland tower on Holloway Head in Birmingham began at about 05:00 BST.
Forty firefighters were sent to the scene and the fire was contained to one room, but it caused "significant smoke logging" to several floors, West Midlands Fire Service said.
A man was treated at the scene for smoke inhalation and taken to hospital.
The fire affected about 20% of the flat and had been fully put out by 07:30, with eight appliances being deployed, and no other casualties reported.
At about 09:00 residents, apart from those on the affected floor, were safely allowed back into their homes.
