Tougher HMO rules confirmed after public backing

Plans to bring in tougher rules around houses in multiple occupation (HMOs) have been brought in after receiving backing from a public consultation.
Durham County Council confirmed it was bringing in the new measures, known as Article 4 regulation, which mean all new HMOs need to receive planning approval
Previously, permission was only required for properties for more than six people.
The Reform-led council said although HMOs provided affordable accommodation, they could have a negative impact on communities due to noise, but landlords previously warned the move could distort the housing market.
The council voted for the change in July but said it would be confirmed after a public consultation.
More than 1,400 people responded to the proposal, with 80% writing in support.
'Driving up rents'
Nicola Lyons, cabinet member for communities and civic resilience, said: "HMOs can... have more long-term implications, such as the loss of family housing and an impact on community cohesion due to a larger proportion of the population only staying for a short time."
She said HMOs had "risen significantly" since 2021 and residents had raised concerns.
"An Article 4 will allow us to consider all HMO conversions, leading to better distribution and helping us to maintain mixed and balanced communities across the county."
Campaigners at East Durham Communities Standing Together group had been among those calling for change, saying more control over HMOs would improve people's quality of life.
Earlier this year, the National Residential Landlords Association said the move could "lead to an artificial shortage, driving up rents and causing overcrowding in remaining HMOs".
Areas with high student populations already had the tougher measures, including Durham City, Framwellgate Moor and Belmont.
