A plan to create a "unique, vibrant, and modern town centre" in Camberley has been published by the borough council.
Surrey Heath Borough Council said the focus was on establishing it as a hub, external for independent shopping, dining and leisure experiences.
Key initiatives include improvements to The Square Shopping Centre and to transport links.
The blueprint also includes 1,500 new homes, focussing on affordability for local people, themed artisan markets, street vendors, and a food hall for independent retailers.
The plans state: "Camberley is undergoing a significant transformation guided by the council's vision to create a unique, vibrant and modern town centre."
Council leader Shaun Macdonald said the local authority was committed to the project and would work with partners and stakeholders to "build on progress" already made.
He added: "Whilst we understand there are significant challenges ahead, it is crucial that we continue to improve the town centre, deliver new homes, and maintain sound financial management.”
