Further flooding "is expected" at some properties due to high river levels.
The Environment Agency (EA) has issued five flood warnings, external for Norfolk and Waveney, and eight flood alerts.
It said properties on the banks of the rivers Waveney, Bure, Yare, Thet and Wissey were particularly at risk.
Homeowners and businesses have been urged by the EA to "take action" to protect themselves and their properties.
River levels remain high across parts of England following Storm Babet last week and heavy rain overnight.
The EA said people should avoid contact with flood water, and to not walk or drive through it.
Storm Babet is believed to have caused at least seven deaths across England and Scotland.
Thousands of homes and roads were flooded, with areas such as Norfolk and Suffolk particularly affected.
