City parking permit scheme due to start

A new residents' parking permit scheme on a busy road in Leicester is set to start next week.
Leicester City Council is to introduce the permit-only parking scheme in the Evington Road area to help address concerns about the number of vehicles using residential streets for free all-day parking.
The scheme mainly includes terraced streets adjoining Evington Road and will affect about 1,300 homes and businesses.
The measure – called the Stoneygate residents' parking scheme - will be introduced from Monday 17 November.
An initial two-week advisory period will start from then, where warning notices will be issued to vehicles not covered by a valid parking permit.
Fixed penalty notices will be handed out from Monday 1 December.

Conway Road has been included in the scheme
More than 20 streets, on both sides of Evington Road, will be covered by the scheme, including Chepstow Road, Conway Road, Cromer Street and Dashwood Road.
Herschell Street, Mundella Street and Ripon Street – which already have residents' parking in place – will be moved into the new scheme area, the council said.
New double-yellow lines have also been introduced at junctions as part of the scheme.
Under the city council's current parking permit scheme, charges are £35 per year for a residents' permit; £100 per year for a business permit tied to a particular vehicle, and £150 for a business permit that can be transferred between vehicles.
Visitor permits are available for residents, at either £40 for a year, or £2 for 24 hours. Permits for landlords and carers are also available.
Vehicles displaying a blue badge will be exempt from the "permit holders only" restriction.
Geoff Whittle, assistant city mayor for environment and transport, said that the introduction of similar schemes in other parts of Leicester had been an "effective way" of tackling parking problems.
He added that this decision had come after "months of careful consideration and consultation".
