Alcohol could be served until the early hours of the morning in part of the site of a town's historic Royal Baths.
The unit that was formerly the Potting Shed bar and which was part of the Grade-II listed building in Harrogate has been empty for five years.
A new venue called The Wicked Wolf wants to sell drinks until 03:00 in the space next to the Wetherspoons pub on Parliament Street.
North Yorkshire Council has given the public until the end of the month to give their views before a decision on their licence application is made.
The Royal Baths were purchased by the council in 2018 for £9.5m.
But a report for the authority has found that the value of the site fell to £7m after the pandemic, according to the Local Democracy Reporting Service.
The Potting Shed closed in 2019. Part of the building is leased to a Chinese restaurant and another unit was home to the Viper Rooms nightclub before its closure.
