The Daily Telegraph says the Health Secretary Steve Barclay is warning that the NHS faces a winter emergency, and measures to avert a crisis must be taken now rather than wait for a new prime minister., external
He says he has ordered civil servants to prepare proposals to "significantly increase" overseas recruitment of staff.
Mr Barclay believes recruitment could be expanded by hiring from countries which train more nurses than they need, including India, Sri Lanka, and the Philippines. He says social care could also benefit from bringing in foreign workers.

The Chief Inspector of Constabulary, Andy Cooke, says officers are spending up to a third of their time on non-police work, which is hampering efforts to tackle crime.
He said officers in armed response vehicles were being sent to people suffering cardiac arrests, because they are trained in first aid.
A poll commissioned by The Times indicates that 64% of voters believe the government should concentrate on reducing inflation, external, and only 17% believe tax cuts should be a priority.
