Almost half of all care homes in England 'fail to protect'
The body that regulates care homes in England, the Care Quality Commission, has said almost half of all homes and treatment centres are failing to protect the welfare of adults with learning disabilities, putting them at risk of abuse.
The Commission carried out unannounced inspections, in the wake of the BBC Panorama investigation into the ill-treatment of residents at a care home in Bristol.
