Since June 2018, the only access to 40 homes and holiday cottages in Symonds Yat has been via a track next to the river which is only 1.9m (6ft) wide.
A legal dispute over ownership of a wall held up work until April which was then further delayed by the pandemic.
John Blows, who lives in the village, said the recent floods and coronavirus measures had made life without the road difficult
"The lack of access for heavier vehicles because of the road closure means that half a dozen flooded cottages can't get on with preparations. It just goes on and on and on. We can't get deliveries in so we can't get groceries delivered," he said.
Herefordshire Council said it expected work to start in July and continue for 10 weeks - hopefully reopening in September.

A Facebook page has been set up asking people to show their support on their doorsteps today at 18:30 and one of the organisers, Ashleigh Cadet, says she's glad people are talking about the issue.
"It's definitely taking off which is fantastic because, for me, that means there's discussions going on. Some people are using it as part of their homeschooling lessons, I couldn't ask for any more than that, it is about education."

People returning to Coventry Cathedral for individual private prayer are being urged not bring flowers or other tributes when they are allowed back from Monday.

The number of people allowed in to pray will be limited and toilets at the site won't reopen.

Two hospitals have had their first day without any patients with coronavirus in their intensive care units (ICUs) since the pandemic began, an NHS boss has said.

"There will be other patients probably coming in over time but nonetheless a major milestone in this pandemic that we had two intensive care units working yesterday with no coronavirus patients in them," he said.

The family of a Warwickshire man are among relatives of 450 people who died in the coronavirus pandemic who are demanding an immediate public inquiry.

She said: "We haven't done as well as other countries that have had different policies and they [politicians] will want to prevent deaths from a second wave."
The families want an urgent review of "life and death" steps needed to minimise the continuing effects of the virus and a guarantee that documents relating to the crisis will be kept.
The government has said its current focus is on dealing with the pandemic.
A wildlife attraction has said it is holding off from reopening at the same time as zoos and other sites on Monday so it can be "extra safe" for visitors.
