    Motorists are set to face more delays in Lincoln city centre next year after plans were unveiled for major work on Pelham Bridge.

    The bridge, which was originally opened by the Queen in 1958, needs new expansion joints, a new course of water-proofing and resurfacing, according to Lincolnshire County Council.

    Under the plans, a new barrier will also be installed between the footpath and the road on the bridge to keep pedestrians safe.

    If the work is approved, one lane will be closed in both directions from January until May.

    The footpath on the bridge would also be closed for part of the works and pedestrians will be diverted to the High Street to cross the train tracks at the level crossing.

    Lincolnshire County Council's Highways and Transport Scrutiny Committee will discuss the works to Pelham Bridge at a meeting on 9 March.

    The government will take control of train operator Northern's franchise this weekend.

    From Sunday, services previously operated by Northern will be run by the government-controlled Operator of Last Resort.

    The operator has been run by Arriva Rail North, but its franchise was stripped back in January after years of major disruption.

    At the time, Transport Secretary Grant Shapps said passengers had "lost trust in the North's rail network".

    Although the name of the operator will change on Sunday, branding on trains won't change and staff will keep their jobs.

    Hospitals in Greater Lincolnshire paid out more than £30m in medical negligence claims last year, figures show.

    Figures from NHS Resolution, which handles claims on behalf of NHS trusts, show United Lincolnshire Hospitals Trust (ULHT) and Northern Lincolnshire and Goole NHS Foundation Trust (NLAG) paid a total of £32.6m in claims.

    The number includes damages, defence costs and claimant costs.

    ULHT had the highest costs of the two trusts, covering £19.3m last year, but that's down on the year before, when the trust paid out £30m in claims.

    Meanwhile, NLAG, which runs hospitals in Grimsby and Scunthorpe, paid out a total of £13.3m in claims – an increase of £3m on last year.

    Some businesses on Lincoln's Bailgate say planned changes to on-street parking in the area could be the final nail in the coffin for them.

    If given the go-ahead, local residents would be able to park in spaces between Newport Arch and Westgate for as long as they want, with shoppers still able to use the spaces for an hour.

    But Nicola Lockwood (pictured), chairman of the Bailgate Area Guild and owner of Bells tea shop, says fewer spaces mean fewer shoppers.

    "In simple and stark terms, it could see some businesses close. It's the regular, day-to-day customers that use the Bailgate for their regular shopping and services, opticians and accountants - all those those sorts of businesses - who are going to suffer."

    City of Lincoln Council says it's exploring the options after being approached by Bailgate residents requesting permits and a consultation is due to begin soon.

    A bomb disposal team is currently removing items from a flat in Lincoln city centre.

    Officers say it's part of an ongoing investigation and people shouldn't be alarmed.

    It follows the arrest earlier this month of a 49-year-old man who was charged with possessing an explosive substance.

    A little girl whose life was saved by the county's air ambulance has visited the charity as it prepares to build its new headquarters.

    Four-year-old Ella (above centre) was in the back of her dad, Kieran's, car when the lorry behind ploughed into them near RAF Cranwell.

    Ella suffered a fractured cheek bone and fractured eye socket, and was taken to Nottingham’s Queens Medical Centre by the Lincolnshire and Nottinghamshire Air Ambulance crew.

    Recalling the accident, Kieran said: "The air ambulance has saved my daughter's life. It's amazing and it's now 24 hours, seven days a week. It's just incredible."

    Her mum mum, Georgia, said Ella had almost made a full recovery but may need further surgery on her eye.

    Plans for a new HQ at at RAF Waddington were given the go-ahead by councillors last year and the project has been awarded a £1.8m grant from the government to help pay for construction.

    The turf-cutting ceremony was celebrated with a fly-past by the air ambulance.

    A self-confessed thug who stabbed a man multiple times and assaulted a police officer has been jailed for 15 years.

    Liam Milligan beat the man in Grimsby on 14 October 2019. Seven days later he attacked an officer in a custody suite following his arrest, police said.

    He was sentenced at Grimsby Crown Court and was ordered to serve a further five years on license.

    The 23-year-old was convicted of three charges including grievous bodily harm (GBH) and admitted another three.

    Det Insp Kerry Bull said: "He gave no compassion or remorse for any of his actions, which was highlighted further in court where he even referred to himself as a thug while giving his evidence.

    "Milligan is a violent offender who showed complete arrogance and contempt to his victims, as well as the criminal justice process."

    Rail passengers have been advised not to travel to London on the East Coast Main Line this weekend as upgrade works take place, Network Rail has said.

    No train services will enter or exit London King's Cross station on Saturday or Sunday as work to upgrade of the line is carried out.

    Network Rail say the £1.2bn project will allow for faster, more frequent services, increased capacity and improved reliability.

    A spokesperson for train operators along the route, said: “We urge passengers to follow the travel advice issued and not to travel to or from London this weekend on these routes. Passengers should travel on alternative dates."

    Trade union leaders say some staff working in Lincolnshire's main hospitals are reaching "breaking point".

    Elliot Dean, from Unison, called on health bosses to work with staff in the wake of two Care Quality Commission reports, published yesterday, which rated the A&E departments at Lincoln County and Boston Pilgrim Hospitals as "inadequate".

    He said: “The ‘inadequate’ rating given doesn’t reflect the hard work of staff across the organisation trying to deliver the highest quality care possible.

    "They’re being asked to work in incredibly difficult circumstances with many saying they’ve reached breaking point.

    "It's absolutely imperative that senior managers listen to the concerns of those staff and actually work with them to develop solutions going forward to delivering better care, because ultimately what we're going to see is a situation down the current path is more demotivated staff, more upset staff, more staff going off sick and that's not good for patient care and it's not good for the NHS."

    Three men arrested on suspicion of murder after a man's body was found at a house in Lincoln have been released under investigation.

    Police were called to a property on Albany Street, off Burton Road, at about 13:00 on Wednesday and discovered the body of a man.

    Three men, aged 30, 33 and 37, were arrested on suspicion murder but have since been released under investigation.

    Lincolnshire Police says inquiries into the incident are ongoing but there have been no further arrests.

    A school in Lincolnshire which was closed for two days following concerns over a possible link to the coronavirus is due to reopen today.

    Gedney Church End Primary School was closed on Wednesday and Thursday to allow the premises to be deep cleaned after it said an individual within the school had a "potential connection" to the virus.

    In a statement issued at the time the school said the individual had been isolated and was undergoing tests.

    It's sister school Lutton St Nicholas Primary was also closed for a day but re-opened yesterday.
