The man, in his 40s, was walking along the A17 at about 22:15 yesterday when he was hit by a BMW car.
He was taken to hospital for treatment, where he remains, police say.
Following the collision, a passing lorry struck the dog on the same road.
The dog was taken to the vets and found to have suffered minor injuries.
The lorry failed to stop and Lincolnshire Police believe the driver may be able to assist with their investigation.
Officers say they are keen for the lorry driver to come forward.
People are being urged to keep away from a Lincolnshire lake after blue-green algae developed in the water.
North Kesteven District Council has also said people should not swim or walk their dogs near Millennium Lake in North Hykeham.
David Steels, the council's head of environment and public protection, said: “It’s vital you don’t enter the water at all, as types of algae can be toxic and make you and any pets who have contact with the water or the shoreline very ill."
Mr Steels said signage had been erected to warn people against using the site, and tape has been put across the beach areas.
He added: “I appreciate it is going to be hot, but please, under no circumstances, look to use Millennium Lake as a place to cool down. Many leisure centres are now open again and available for swimming."
The Environment Agency said it was monitoring the situation at the site.
Drugs, cash, designer clothes and antique jewellery have been seized from a property in Scunthorpe during a police raid.
Alongside the £6,000 cash and goods – which had an estimated value of almost £40,000 - three quad bikes, a moped, a mini moto and a high value pushbike were also recovered from the house in Lodge Road, police say.
A 19-year-old man has been arrested on suspicion of being concerned in the supply of cannabis, money laundering and theft of a motor vehicle and remains in our custody.
Ch Insp Paul French said: “We will not let up on targeting those who are suspected of causing harm in our communities.
“Not only have we taken more drugs off the streets and seized goods we believe to have been purchased as the result of criminal activity, but we have also recovered a number of quad bikes and other vehicles linked to reports of anti-social behaviour in the Scotter Road area."
Police are trying to track a prisoner who has absconded from HMP North Sea Camp in Boston.
James Michael Donoghue, 53, was reported missing from the prison at about 07:00 today.
He is described as 5ft 11ins tall, of slight build, balding, with blue eyes, and tattoos on his arms.
Anyone who sees Donoghue should not approach him but call 999, police say.

Lincolnshire Police said three people had been arrested after the body was found in a property in Waterloo Lane at about 01:25.
They are a 54-year-old woman, a 27-year-old man and a 48-year-old man.

At a national press conference Boris Johnson said: "With those numbers creeping up, our assessment is that we should squeeze that brake pedal... in order to keep the virus under control.
"That means until August 15 at the earliest casinos, bowling alleys, skating rinks and the remaining close-contact services must remain closed.
"Indoor performances will not resume, pilots of larger gatherings in sports venues and conference centres will not take place, and wedding receptions of up to 30 people will not be permitted."
Boris Johnson said: "I know that the steps we are taking will be a real blow to many people, to everyone whose wedding plans have been disrupted or who cannot now celebrate Eid in the way that they would wish. And I'm really, really sorry about that but we cannot simply take the risk."

Officers attended the property on Waterloo Lane at about 01:25 today.
A 54-year-old woman, a 27-year-old man and a 48-year-old man were arrested.
The scene is currently being guarded by police.

Lincoln's newest cinema will open next month, it's been confirmed.
The Everyman Cinema will open on 21 August in the redeveloped Cornhill quarter of the city.
The opening has been repeatedly pushed back because of a lack of big films being released.
Manager Carl Frith said: “It’s been a case of waiting to see which films are going to be released in the current climate.
"It’s difficult with studios pushing their films back, but we’ve had confirmation of the film Tenet being released and we’ve just been getting everything ready to open.
“We’ve needed someone to take that leap to release the next film after lockdown and this is a massive chance for us to get people in to the cinema and show them something new.
“The experience is not going to be that different. Obviously, social distancing in the screens will mean it might feel a little emptier than if it was sold out, but all social distancing guidelines are in place.”

Landlords of houses of multiple occupation in North East Lincolnshire have been given guidance on how to prevent coronavirus outbreaks in their properties.
The guidance has been compiled by North East Lincolnshire's public health team and explains what landlords, letting agents and property managers should do if they suspect a tenant has the virus.
It includes things such as arranging for shared spaces like kitchens, bathrooms and corridors to be cleaned regularly and making information and advice available to tenants.
It also sets out how they can reduce the risk of the virus being spread within a property.
North East Lincolnshire has seen among the lowest confirmed cases of the virus in the country.
Councillor John Fenty said: “It’s quite simple – we have had some of the lowest numbers of cases of the virus in our area and we want to keep it that way.
“To do that, everyone needs to do their bit. That includes landlords. If you own a house of multiple occupancy in our area, you have a responsibility to help reduce the risk to your tenants, and help manage any potential outbreak."
