Downing Street has condemned the "deeply disappointing" strike action on the London Underground.

"This sort of action is deeply disappointing and not what the public want to see, not what we want to see for businesses still trying to recover post-pandemic, people's lives being disrupted in London," the prime minister's official spokesman said.

"Obviously industrial relations at TfL are a matter for TfL and the mayor but it's clear that under the current funding settlement TfL must take all reasonable steps to avoid industrial action."

The strike is continuing to affect Tube lines and stations across the network, particularly in central London:

• The Circle, Victoria and Waterloo and City lines are all closed
• Bakerloo: Trains are at normal frequency but only serving Elephant & Castle, Lambeth North, Baker Street, Maida Vale Kilburn Park and all stations between Queen's Park and Harrow & Weadstone
• Central: Trains are running between White City and West Ruislip / Ealing Broadway every 20 minutes, between Liverpool Street and Hainault via Newbury Park every 15 minutes, between Epping and Leytonstone every 15 minutes, and between Woodford and Hainault via Grange Hill every 20 minutes, with no service on the rest of the line

• District: Trains are only operating between Whitechapel and Upminster every 10 minutes, between Edgware Road and Wimbledon every 10 minutes and between High St Kensington and Ealing Broadway / Richmond every 15 minutes, with no service on the rest of the line
• Hammersmith and City: The service is only running between Hammersmith and Whitechapel, with trains approximately every 10 minutes
• Jubilee: Trains are running between Baker Street and Stanmore and between Stratford and Canning Town, approximately every 10 minutes, although some stations are closed. The rest of the line has no service
• Northern: The line is only operating between Camden Town and High Barnet / Edgware and between Finchley Central and Mill Hill East, approximately every six to eight minutes, and between Morden and Kennington, approximately every seven minutes. Some stations are closed on those routes while the rest of the line has no service
• Piccadilly: Trains are only running between Earl's Court and Heathrow Terminals 2 & 3 and between Acton Town and Raynes Lane, approximately every 20 minutes, with some stations closed on the line

Part of the Overground between Hackney Downs and Cheshunt / Enfield Town also has no service and there are severe delays between Liverpool Street and Chingford but that is due to power supply problems at Stoke Newington with the strike not impacting the service.

Emma Rosenvinge is trying to get to Liverpool Street with her daughter Thea but the closure at Waterloo means a delay of at least half an hour.

"It's not brilliant," she says.

"It's not a great start to the morning I'm not going to lie but what can you do?" she asks before trooping off in the direction of the bus stop.

On the roads, private cars, commercial vehicles and buses have been affected by the strike.

Location technology firm TomTom, external said the level of road congestion was 71% at 08:00 BST, up from 64% a fortnight earlier.

The figures represent the proportion of additional time required for journeys compared with free-flow conditions.

There are long but very orderly queues forming outside a rainy Waterloo station.

Every time a bus arrives, passengers pile on for the Monday morning commute.

Those services are standing room only due to the extra strain on the bus network brought about by another Tube strike.

A spokesperson for London Mayor Sadiq Khan said TfL and the RMT union met at conciliation service Acas last week.

Over the weekend, the mayor's office was in touch with RMT, and TfL had offered the RMT a meeting over the weekend, but the union declined to meet until after the strike action had taken place, the spokesperson said.

They added: "No changes to pensions are yet proposed, no station staff will be losing their jobs, let alone the 'hundreds of thousands' of jobs.

"Under current cost saving plans required by the government financial deal conditions there will be a reduction in 600 roles once staff leave or retire."

They added that while the government gave financial deals with few strings attached to national train operating companies during the pandemic, they attached punitive strings to deals with TfL, which punishes Londoners.

Matthew Lawrence had been hoping to take the London Underground to the zoo from Waterloo.

"We were going to get an early train and take the Northern line which is completely shut," the 20-year-old says.

"Now we've got to get the bus there and hopefully make it on time for our ticket," he adds.

Commuters said they were struggling to get to work due to transport "chaos" caused by Tube strikes.

Some 4,000 members of the Rail, Maritime and Transport (RMT) union who work at London stations were expected to strike for 24 hours from Monday morning in a dispute over jobs and pensions.

At Paddington station at about 7.40am, construction worker Miguel Basantes, 54, said he needed to get to work in Hampstead, adding: "It is chaos.

"In Liverpool Street there was crowds of people and I was waiting for 20 or 30 minutes.

"I don't know how to get to work."

Indian restaurant worker Kundan Darla, 25, said: "I think it is bad, I am too late for work."

On the 18 bus near Euston station, Josie, 26, who did not give her surname, said: "I was under the impression they were on quite a good pension scheme, earning really well."

As the morning has gone on, TfL has been able to run more services.

Although no Tube line has a full service, only the Circle, Victoria and Waterloo & City remain completely closed.

• Bakerloo: Having been completely closed for much of the morning, it is now running a service at the normal frequency. Trains are serving Elephant & Castle, Lambeth North, Baker Street, Kilburn Park and all stations between Queen's Park and Harrow & Weadstone.

Nik Wood and his wife Fiona have had the worst possible start to their journey to Namur in Belgium via Brussels.

Rolling their suitcases across the concourse at Waterloo Station, it quickly becomes obvious their journey to King's Cross St Pancras will be much trickier than it otherwise would have been.

"It's very inconvenient because we've just arrived and we didn't know anything about it," he says.

"Hopefully we can get a cab but I imagine cabs are very busy too, so yeah thanks very much London transport."

A member of the RMT union explains why he thinks the public should look at the 'bigger picture.'

Nick Dent, director of operations at TfL, told me he really "understands the deep frustration that customers will be facing this morning".

"We have done everything we can to avoid this disruption going ahead. Nobody wins and it’s time for the RMT to talk to us constructively rather than cause disruption," he said.

Speaking on the BBC London Breakfast Show, he added:

• There have been no proposals tabled to change pensions or terms and conditions and nobody will, nobody has, lost their job as a result of what has been proposed
• The reality is the pandemic has had a very serious impact on our finances over the last couple of years so we have received a significant financial support from the government which we’re grateful for but of course that support comes with stipulations, one of which being we must become financially sustainable by next year. An implication of that is that we must modernise and change
• In the case of the station jobs, I’ve seen 600 redundancies being quoted but the reality is nobody will be losing their job. We’ve made those proposals with existing vacancies, managing with the usual retirement and resignation but we’ve assured our trade unions and also importantly our own colleagues that they will not be losing their jobs as a result
• I’d really encourage the RMT to engage with us, to talk constructively to us. I do understand their concerns about the future but we obviously want to work with them to get to the position that we need to which is a financially sustainable operation to continue to provide a service that London needs
• The mayor meets regularly with all of the trade unions over a range of issues but on this issue, RMT members are employed by TfL not the mayor. The RMT need to continue to engage with TfL on their concerns
• We have a commitment to keep as many jobs as possible, with pensions we were asked to carry out a review as part of bailout conditions. The board will need time to consider the future picture

Commuters at Waterloo Station have been left confused by advice on the Transport for London website about today's Tube strike.

The TfL website advises travellers to travel between 8am and 6pm on Monday.

However, it also warns that many stations will be closed throughout the day.

The entrance to Waterloo underground station remained closed as of 8.10am.

William, a commuter from south-west London, said that while he did not agree with the strike, the information given out could have been more accurate. He believed that he would be able to travel from 8am.

"I just wish they had put the correct information up", he said. "Personally, I don't agree with the strikes as they stand anyway.

"However, if they are striking and they've gone through the correct process to do it, it's out of my control. Then the information online should be the correct information that allows people to plan their journey."

"It's very inconvenient especially after the queen's jubilee," says Joy Robb, who works as an NHS receptionist at Central Middlesex Hospital and usually takes a northbound Bakerloo line train

"All that was in my mind was the Queen's Jubilee and now I can't get to work," she says.

"I am the only one there to do the receptionist and I don't even know which bus to get me to Harlesden."

"I already told my boss and he's very understanding."

There are long queues for buses outside Waterloo Station.

Nearly All of the services are departing full - and the rain isn't doing much to lift spirits here.

The Bakerloo, Circle, Victoria and Waterloo & City lines are all closed.

The rest of the Tube network is running a “special service” with lines operating mainly in outer London.

Here's where trains are running:

• Central: Service operating between White City and West Ruislip / Ealing Broadway, approx. every 20 minutes and between Liverpool Street and Epping / Hainault via Newbury Park, approx. every 15 minutes.
