    A man has appeared at court after a nine-year-old girl was dragged from a park's play area into a wood.

    Police said the girl had been playing in Pointers Field Park, Norwich, when a man tried to abduct her at about 16:30 on Friday. She managed to break free and escaped uninjured, police said.

    Paul Barton, 32, of no fixed abode, was charged with kidnap. Norwich magistrates sent the case to Norwich Crown Court for 18 October.

    Mr Barton was remanded in custody until the next hearing.

  4. James McCann trial: Jury sent home for the nightpublished at 17:31 British Summer Time 4 October 2016

    The jury deliberating the evidence given in a trial of the facts in the James McCann case has been sent home for the night.

    As we told you earlier, Mr McCann, 80, of Suffield Court, Swaffham, Norfolk, is charged with 50 counts of historical physical and sexual abuse against boys at the Shefford Boys Home in Bedfordshire during the 1960s and '70s. 

    The Old Bailey jury started to consider the evidence this afternoon.

    The judge has sent them home to re-sit tomorrow morning.

    Norwich is to be at the centre of a new government initiative to improve children's life chances.

    The Education Secretary Justice Greening has announced that the city will be one of 10 new opportunity areas, with extra money and support for schools in the area.

    She told the Conservative Party conference that "generational issues don't get fixed overnight but we've got to make a start".

    I understand the University of East Anglia will send some of its staff into city schools and local businesses will be encouraged to offer mentoring schemes, work experience and apprenticeships.

    Government sources tell me the initiative is influenced by the work of Norwich North MP Chloe Smith and the Norwich for Jobs, external project.

    The trial of a 21-year-old man accused of the manslaughter of a work colleague at a Christmas party in Harlow has started.

    Bradley Casey of Thetford, Norfolk, but formerly of Cheshunt, Hertfordshire, hit William Wareham, 53, in the face, who then fell to the ground and struck his head on the pavement, Chelmsford Crown Court heard.

    Mr Casey claims he acted in self-defence at the Park Inn Hotel on 12 December 2015. The trial is expected to last a week.

    Norwich is to be part of a new government campaign to tackle social mobility.

    The city will be one of 10 new "opportunity areas" which will receive £60m of funding, the Education Secretary Justine Greening has announced.

    Speaking at the Conservative Party conference Ms Greening said the schemes would give children "the best start in life, no matter what their background".

    The programme will see a combination of measures aimed at improving access to education and opportunities, with a focus on teacher support and school improvement. 

    It will also include careers advice, mentoring and apprenticeship opportunities.

  9. Disgraced teacher banned from classroomspublished at 16:05 British Summer Time 4 October 2016

    A teacher who was sacked after she was found to have supplied art work to pupils to put in their exam portfolios has been given an indefinite ban from the country's classrooms, external.  

    Tina Van Wouw, 33, taught at Springwood High School in King's Lynn from September 2013, until she was dismissed for gross misconduct in February 2015 when the matter came to light.

    A panel at the National College for Teaching and Leadership, external (NCTL) found that she supplied photography pupils with other people's work, and that up to 70% of pupils' sketchbooks contained work belonging to other students.

    Imposing the ban, NCTL head of teacher misconduct Jayne Millions, said she agreed with the panel that Ms Van Wouw's actions "fell significantly short of standards expected from the profession... conduct which could not be reasonably tolerated".

    Ms Van Wouw, who no longer lives in the UK, can appeal against the indefinite teaching ban in two years' time.

    Mr McCann, 80, of Suffield Court, Swaffham, Norfolk, is charged with 50 counts of historical physical and sexual abuse against boys at the Shefford Boys Home in Bedfordshire during the 1960s and 70s. 

    He was unable to attend the trial at the Old Bailey due to sickness.

    The jury is required to make a finding as to whether he did the acts alleged - rather than on his guilt or innocence.

    The limited power supply to Snetterton Heath was the single major barrier to attracting new business, says Breckland Council spokesman Phil Cowen.

    But this can now be overcome, he says, after the council secured funding from the New Anglia Local Enterprise Partnership. This is expected to triple the power capability of Snetterton. 

    The recently completed dualling of the A11 means they can now capitalise on Snetterton Heath's location, establishing it as a key site in the A11 tech corridor, adds Cllr Phil Cowen.

    Boosting the power capability at Snetterton Heath will unlock the site's potential for growth, leading to the creation of new jobs, says the New Anglia Local Enterprise Partnership, external (LEP).

    The LEP has allocated an investment of £2.3m to Breckland Council, external for the Snetterton Electricity Power Upgrade project, which will see additional high voltage underground cables laid from Attleborough to a new sub-station at Snetterton.

    Both the council and the LEP want to attract engineering and manufacturing companies to Snetterton as part of the Cambridge-Norwich A11 Tech Corridor initiative.

    Chris Starkie, LEP managing director, says the investment will allow "existing businesses to expand and attract new employers to the area... helping towards our ambition of creating 95,000 new jobs across Norfolk and Suffolk by 2026". 

    The upgraded power connection is expected to be completed towards the end of 2018. 

  15. Investment 'will unlock potential for jobs'published at 13:32 British Summer Time 4 October 2016

    A funding application by Breckland Council, external to support its Snetterton electricity power upgrade project has been approved by the New Anglia Local Enterprise Partnership, external (LEP).

    The LEP has agreed to provide £2.3m towards the £3m scheme, with other funding coming from private and public sector investment.

    Both the council and the LEP see Snetterton Heath as a key employment site which is strategically situated within the Cambridge/Norwich A11 Tech Corridor and will maximise the benefits of the completed dualling of the A11.

    The funding will be used to upgrade the electricity power supply, which will help attract new businesses and jobs to the area.

    The South West Norfolk MP Elizabeth Truss received a standing ovation at the Conservative Party conference for her first speech as justice secretary.

    In it she announced plans to employ more prison officers and to do away with Victorian-era jails. There will also be a new attempt to cut re-offending rates.

    Ms Truss said: "in a modern, global Britain we cannot accept a prison system that fails society and allows offenders to fester. We want people to come out of prison, ready to turn their lives around"

    Her speech went down well in the hall. This was in stark contrast to her previous conference speeches as environment secretary which always seemed to fail to rouse the audience.

    Outside it looks like a chapel, but the inside of the 19th Century building offers something no other house does.

    Rob Marsden's home in Terrington St Clement near King's Lynn comes with its very own skate ramps. 

    It's in regular use, with "skate bowl" evenings every Wednesday.

    But after 14 years of living in his own mini sports centre, Rob is selling up.

    The property has "gone viral, with interest worldwide", says estate agent Kate Mamo, from Attik Property Services, external.

    "There's plenty of room for people to keep up their hobbies," she said. 

    The asking price? £200,000.

  20. School exclusion 'a last resort'published at 11:24 British Summer Time 4 October 2016

    When making an exclusion, a school will look at national criteria, and it's "a proper process and very much a last resort", says the chairman of Norfolk's Children's Services Committee. 

    Speaking on BBC Radio Norfolk's Nick Conrad programme, Councillor Roger Smith says its a "major issue" for a school to exclude a child, and re-integration can be a problem, as "often the pupils are not wanted back by the school or other schools".

    Children who are excluded go to a short-stay school, and help is given to those children who have difficulties, which he says can be a "whole package of issues".

    He adds that he hopes parents and the pupil would see exclusion as a "fresh start", helping them back into mainstream education.
