    As he speaks, Mr Ruto is aware that he is facing a lot of opponents after winning just over 50% of the vote.

    "I will run a transparent, open and democratic government," he says.

    "I want to promise all the people of Kenya - whichever way they voted – that this will be their government.

    "I want to tell them [opponents] that they have nothing to fear – there is no room for vengeance. I am acutely aware that our country is at a stage where we need all hands on deck to move it forward.

    "We do not have the luxury to look back. We do not have the luxury to point fingers. We do not have the luxury to apportion blame. We must… work together for a functioning, democratic, prosperous Kenya."

    William Ruto is addressing the nation after being declared the winner:

    "The IEBC [election commission] amazed all of us… I want to congratulate the IEBC for raising the bar.

    "Wafula Chebukati [the chairman] is our hero."

    Anti-riot police are on high alert in one area of Kisumu - the city with the biggest concentration of Raila Odinga supporters.

    Officers have been trying to calm demonstrators who've taken to the streets amid claims by Mr Odinga's Azimio coalation that vote-rigging has marred the results. Meanwhile four senior Kenyan electoral officers have disavowed the results announcement, calling it too "opaque".

    At least one protester in Kondele is waving a banner saying "we need form 3C" - a reference to the final part of the announcement process that declares who's won the race to be president.

    It looks like an announcement is about to be made at the results centre in Nairobi despite the split in the election commission. People are now singing the national anthem.

    The announcement of the winner of the presidential election had been thrown into disarray as scuffles broke out on the podium when the head of the electoral authority was seemingly about to announce the results.

    In parallel, at the same time, a group of commissioners from the electoral body carried out a press conference saying that the last phase of the tallying was "opaque" and that they could not support it.

    Following the announcement by the four electoral commissioners that they can't take part in the results announcement, there have been chaotic scenes at the results centre.

    It appeared that a backer of Raila Odinga tried to block the head of the election commission from making an address. A policeman then stopped him and took him away from the dais.

    Here in William Ruto's heartland, the rival camp's allegation of vote-rigging has been met by loud boos from the crowds of people who've gathered.

    Huge celebrations - with singing and dancing - have temporarily stopped and one of the attendees has led the crowd in a prayer for peace.

    After that, patriotic and church songs began.

    One of the local leaders has called upon Mr Ruto’s supporters to maintain peace whatever the election outcome.

    The women, pictured above, have vowed to keep praying until a peaceful announcement is made.

    It’s drizzling but this crowd hasn’t reduced. Yet anxiety levels are high.

    An elected senator in Raila Odinga's camp has attempted to make an announcement at the national tallying centre.

    Narok Senator Ledama ole Kina walked onto the podium and up to the microphone but couldn't make it work.

    A number of Raila Odinga's supporters have left his Azimio coalition's media centre in Nairobi.

    The mood at the Kenyatta International Convention Centre had been expectant, until the party's chief election agent announced that his team had not been able to verify some of the results and therefore would not ask Mr Odinga to go to the tallying centre.

    At that point, people's patience seemed to go out the window - with some supporters including former MPs filing out of the building.

    Journalists are still at the scene, however.

    Raila Odinga's chief election agent Saitabao Kanchory has said his team has not been able to verify some of the results and therefore would not ask their presidential candidate to come to the tallying centre.

    In a briefing that was partly relayed on local broadcasters he alluded to some electoral malpractices.

    Mr Kanchory was flanked by some leaders from Mr Odinga's Azimio coalition, Kisumu Governor Anyang Nyong'o and Siaya Governor-Elect James Orengo.

    Kenyans on social media are wondering where Raila Odinga is, ahead of the announcement of the president-elect.

    He is yet to arrive at the national tallying centre unlike his main rival William Ruto.

    There was a brief flurry of excitement when a convoy pulled up at the results centre, but it turned out to be Mr Ruto's mother.

    Guards outside Mr Odinga's office in the Karen suburb of Nairobi have told the BBC's Mercy Juma that the candidate is still inside the compound.

    Media teams have camped at the barrier near the office.

    There is speculation that Mr Odinga may not arrive at the tallying centre any time soon.

    There is no requirement that all candidates be present at the results announcement - in fact, Mr Odinga has not been present for the previous four declarations when he ran for president.

    The excitement that was here earlier in the day inside the hall where the announcement is supposed to be made seems to be dying down.

    I can hear people asking what could be causing the delay in the announcement.

    Presidential agents are currently meeting commissioners. The choirs have taken a break and people in the auditorium are speaking to each other in low tones.

    Neither of the two front runners have entered the hall and it looks like it might be a while before we hear from the commissioners

    Local media outlets and Kenyans on Twitter are reporting a traffic snarl-up in parts of Nairobi.

    With Monday being a working day most Kenyans had gone to their offices or businesses - but many are leaving early, it seems.

    There is traffic on Nairobi's two major roads; Mombasa road and Thika road.

    As we wait for the results to come in, a minor delay only means more business for snack-sellers at the national tallying centre in Nairobi.

    For these happy customers, it's time for ice cream:

    A snack vendors sells ice cream at Bomas of Kenya.

    The man selling the ice creams, James Kanyi, tells me he hopes the new government will "offer grants for someone like me to be able to have a modern freezer and ice cream maker.

    "It will help me to compete with big companies which always get supplies to supermarkets," he adds.

    "Once it gets too hot here my ice cream will melt and I will get losses. I wish I had a freezer."

    He expects to take home about $50 (£41) in profits on Monday, which is more than double his usual takings.

    It's now 45 minutes from the time we were told that the announcement was supposed to have started.

    The Standard newspaper is now saying it is due in 15 minutes - though colleagues in the hall have been told it will start at 16:30 local time (13:30 GMT).
