The government wants to bring in new laws to monitor what people are doing online.
That's everything from Snapchats to Whatsapps, as well as who you are calling, texting and what you are searching for on Google.
The current laws were made before people were using sites like Twitter and Facebook to communicate.
The government say the new laws will help police and agencies monitor online threats.
But critics have called the new laws a "snoopers' charter" and warn the plans will infringe privacy.
David Anderson QC is the independent reviewer of terrorism legislation. He's produced a 300 page report to help the government before they bring in new laws in the Autumn.
