Covid restrictions Manchester: Burnham speaks after talks break down

The highest tier of Covid restrictions is set to be imposed on Greater Manchester after talks over financial support broke down.

Mayor Andy Burnham said ministers "walked away" from talks after refusing to offer the £65m called for.
