Northamptonshire and Warwickshire fire services are looking at collaborating in a bid to save money.
The authorities are looking to collaborate on fire safety enforcement, technical expertise and community safety work.
Northamptonshire County Council is also looking at how the plans might help with updating its ageing control room.
The council is looking at the plans on 13 September.
Warwickshire County Council is looking at the issues on Thursday.
A spokesman from Northamptonshire County Council said: "A report seeking agreement for a strategic alliance collaboration between Northamptonshire Fire and Rescue Service and Warwickshire Fire and Rescue service is due to be considered at our cabinet meeting next week.
"The strategic alliance is not a merger of the two fire and rescue services but would see the two services develop closer working and joint strategic commissioning arrangements."
