Billy Dove stabbing: Second teen charged with murder

A second teenager has been charged with the murder of a 21-year-old man in a Hertfordshire town.
Billy Dove, from Hemel Hempstead, died from stab wounds after an incident in the town centre early on Sunday.
The 17-year-old boy from Hemel Hempstead, who cannot be identified for legal reasons, is due to appear at court in Hatfield on Thursday.
Another 17-year-old boy from the town, also charged with murder, was remanded in custody on Tuesday.
He is due to appear at St Albans Crown Court in the next 24 hours.
High-visibility patrols have been increased in Hemel Hempstead town centre to reassure the public.
